2025 OCT Inst rulebook v1.1 governs instant euro credit transfers with one leg outside SEPA's geographical scope. EPC rules define the scheme's euro leg and the interaction with payment providers beyond it, extending instant-transfer practices into one-leg-out cross-border journeys.

TL;DR:

  • OCT Inst governs the euro leg of supported one-leg-out international instant transfers.
  • The 2025 v1.1 edition changed the planned unstructured-address deadline to 15 November 2026.
  • Version 1.2 superseded it on 30 September 2026 and deferred that deadline.

Summary

Purpose and Scope

2025 OCT Inst rulebook v1.1 governs instant euro credit transfers with one leg outside SEPA's geographical scope. EPC rules define the scheme's euro leg and the interaction with payment providers beyond it, extending instant-transfer practices into one-leg-out cross-border journeys.

Scheme Scope

OCT Inst coordinates the euro leg of incoming and outgoing international instant credit transfers involving payment providers beyond SEPA. It builds on familiar SEPA procedures and infrastructures. End-to-end timing also depends on the non-euro leg and cannot be guaranteed solely by the euro-leg scheme.

Version 1.1

The specific 2025 v1.1 publication took effect on 5 October 2025. It moved the planned end of unstructured addresses from 22 November to 15 November 2026, with no other business or operating changes from v1.0. Address-format guidance complements the scheme rulebook.

Supersession

EPC states that v1.2 replaced v1.1 on 30 September 2026. The new edition deferred the unstructured-address end date, leaving a replacement date to be determined.
